Hon. Peter F. Bariso, Jr., A.J.S.C. (Ret.) draws on 16 years of judicial experience as a New Jersey Superior Court Judge and more than two decades as an attorney in consulting on complex litigation matters affecting both private and public sector clients.  

Appointed to the bench in 2005 by Governor Richard J. Codey, Judge Bariso served as the Presiding Judge of the Civil Division from 2006 to 2012. He became Assignment Judge of the Hudson Vicinage in 2012, giving him judicial responsibility for all trial courts in the county, including the Superior Court and all municipal courts.

Judge Bariso was a member of the Conference of Assignment Judges as well as the Judicial Council. He was also a member of the Advisory Committee on Expedited Civil Actions where he served as the Pre-Trial Subcommittee Chair. Judge Bariso is a former member of the Supreme Court Special Committee on Peremptory Challenges and Jury Voir Dire where he served as Chair of the Civil Subcommittee. He is also a former member of the Supreme Court Civil Practice Committee.

Judge Bariso served as the Chair of the Conference of Civil Presiding Judges. He previously chaired both the Supreme Court Arbitration Advisory Committee and the Hudson County Advisory Committee on Minority Concerns. Judge Bariso is a member of the New Jersey State Bar Association, the Hudson County Bar Association and the Essex County Bar Association.

Judge Bariso frequently lectures on civil litigation issues for the Judiciary, the New Jersey State Bar Association, the Hudson County Bar Association and the New Jersey Institute for Continuing Legal Education, among other organizations. He has been an instructor for ICLE’s Civil Law segment of the Skills and Methods course for newly admitted attorneys. In 2015, Judge Bariso was the recipient of the NJICLE Alfred C. Clapp Award for Excellence in Continuing Legal Education.

Judge Bariso graduated from Rutgers University in 1976, where he received a bachelor’s degree magna cum laude and was elected to the Phi Beta Kappa honor society. He received his juris doctor degree from the Rutgers University School of Law in 1979. After law school, he clerked for Superior Court Judge J. Emmet Cassidy before entering private practice, specializing in civil defense litigation for corporate, insurance, and individual clients. In 1988, he established a successful defense firm, Peter F. Bariso, Jr., Esq. PC., concentrating in civil litigation and worker’s compensation, which merged with the Firm in 1995.  

Judge Bariso led the Firm’s Litigation Department for ten years, focusing his practice on insurance defense litigation issues related to automobile, aviation, commercial, premises, products liability, and worker’s compensation.  He was frequently appointed as an arbitrator by the Superior Court of New Jersey and worked as a court-approved mediator in complex and substantial civil matters.  He was certified by the Supreme Court as a Civil Trial Attorney.

City of Hoboken welcomes new municipal court judges

Mayor Ravi S. Bhalla and the City of Hoboken today welcomed Chief Municipal Judge Benjamin Choi and Municipal Judge Scott Pennington following a swearing-in ceremony at Hudson County Superior Court on Aug. 29.  

Mayor Bhalla announced their appointments in July, marking the first time in the City’s history that an Asian American and African American individual held either position.

"The appointments of Mr. Choi and Mr. Pennington mark a pivotal moment in our Mile Square,” said Mayor Bhalla. “Not only will Hoboken’s court system now reflect the increasing diversity of our city and state, but will also elevate public servants with the experience and dedication to ensure equal justice for all.  I’m proud to welcome them to their new positions.”

"I am deeply honored to be appointed as the Chief Municipal Court Judge for the City of Hoboken,” said Chief Municipal Judge Choi. “In my new position as the Chief Judge, I look forward to working with the Court Administrator, our excellent Court Staff and our newly appointed Municipal Court Judge, Judge Scott Pennington. Together, we will work to ensure that all court participants will be given an opportunity to be heard and will be treated respectfully, fairly and justly."  

As Chief Municipal Judge, Choi will be responsible for all supervisory and administrative functions of the municipal court.  

From 2009 until today, Choi served the city as the Alcohol Beverage and Control Board's prosecutor, later as the ABC Board attorney, municipal prosecutor, and municipal court judge.  

I am honored and eager to begin my role as Municipal Court Judge, dedicated to upholding the principles of fairness and justice within our community,” said Municipal Court Judge Pennington. “I look forward to serving Hoboken and working diligently to ensure a just legal process for all individuals who come before the court.”

As Municipal Court Judge, Pennington will adjudicate all complaints brought before the municipal court including disorderly persons and petty disorderly persons offenses, DUI offenses, traffic citations, and city code violations, among others.

Pennington is a partner at Bennet Pennington LLC and has served on the New Jersey Supreme Court’s Committee on Municipal Court Practice and the local Attorney Ethics Committee.

Hudson judge orders opening of 15 voting machines

The Hudson County Superintendent of Elections will probably do some additional training in the fall after poll workers left memory sticks containing election results inside fifteen voting machines in Hoboken and Jersey City.

That happens occasionally, but Hudson’s total in the 2023 primary was more than the other twenty counties combined.  Ten of the machines involved are in Jersey City, and five are in Hoboken.

Once voting machines are locked, only a Superior Court judge can order them to be opened – and only with one Democrat and one Republican present.

Jeffrey Jablonski, the Hudson County assignment judge, issued that order on Thursday.

The only race that might be impacted is the District 5 county commissioner race, where incumbent Anthony “Stic” Romano (D-Hoboken) leads Ron Bautista by 235 votes, 1,692 to 1,457, a margin of 53.5% to 56.1%.

There are roughly 75 uncounted provisional ballots from the Downtown Jersey City area, which is where Bautista ran strongest.

The machines are expected to be opened today.

Jersey City- The Hudson County Board of Commissioners applaud, honor and commend Peter F. Bariso, Jr. for his extraordinary service as Judge of the Superior Court in Hudson County and congratulate him on his retirement.

Peter F. Bariso, Jr. is an inspiring public servant whose integrity, professionalism and compassion greatly enhanced the quality of life of Hudson County residents; he is retiring as Assignment Judge of the Superior Court after 16 years of distinguished service on the Hudson County bench.

Bariso, Jr. for his dedicated service as Judge of the Superior Court in Hudson County, including his tenure as Assignment Judge of the Hudson County Vicinage, and his tireless dedication to the citizens of Hudson County.

Judge denies HRH’s request for injunction in breach of contract case with CarePoint

Hudson County Superior Court Assignment Judge Jeffrey Jablonski denied Hudson Regional Hospital’s request for an injunction yesterday in their breach of contract case with CarePoint Health.

The motion, part of a lawsuit HRH filed at the end of last month, sough to prevent CarePoint from selling, transferring, or alienating assets from Christ Hospital in Jersey City, Hoboken University Medical Center, and the Bayonne Medical Center.

The lawsuit claims CarePoint breached their merger pact with HRH to form Hudson Healthy System, which was announced in January . Jablonski denied the motion, citing a lack of “clear and convincing evidence.”

“Plaintiffs have failed to demonstrate by clear and convincing evidence that they have a reasonable probability of success on the merits; plaintiffs have failed to demonstrate by clear and convincing evidence that the balancing of the equities and hardships counsels in favor of injunctive relief,” Jablonski wrote in denying the order to show cause.

“Plaintiffs have failed to demonstrate by clear and convincing evidence that they will suffer irreparable harm absent injunctive relief; and plaintiffs have failed to demonstrate by clear and convincing evidence that the public interest will not be harmed by the granting of injunctive relief.”

Expectedly, CarePoint applauded the decision in a statement.

“Yesterday’s ruling is a victory for community members in Hudson County who depend on CarePoint Health hospitals to receive the medical care they need. Continuing the lawsuit at this point would be a pointless exercise and doing so would prove that HRH is only interested in forcing CarePoint to expend precious resources that should instead be directed to caring for patients in need,” they wrote.

“CarePoint Health’s top priority will always be providing compassionate, patient-centered care to the communities we serve in Hudson County, and we will continue working to build partnerships that support this mission now and well into the future.”

HRH spokesman Ron Simoncini said they remain confident this litigation will benefit all Hudson County residents in the long run.

“We are confident that we will emerge from this process with a strong health are solution that serves all of Hudson County. We are not going to comment on ongoing legal proceedings beyond our filings.”

No concrete reason has been given why the partnership never came to fruition after five months or so, but CarePoint’s financial shortcomings have been well documented.

The state appointed a financial monitor to their three hospitals around the time the Hudson Health System concept was announced, with CarePoint officials sending a letter to Gov. Phil Murphy in April seeking $129 million in American Rescue Plan funds, as HCV first reported .

Hudson County judge makes history with Essex appointment

Hudson County Superior Court Judge Sheila Venable made history Wednesday when she was appointed the first Black judge to preside over the Essex County Superior Court system — the state’s largest vicinage.

The long-time judge will succeed Judge Sallyanne Floria, who is retiring after 22 years on the bench and more than five years as assignment judge. Venable’s term is effective Feb. 1, 2021.

“I would like to thank Chief Justice (Stuart) Rabner for his confidence in my ability to serve as the assignment judge in Essex County,” Venable said. “Judge Floria has set a strong example to follow. I am humbled and honored to have been chosen and I feel privileged to be a part of this independent judiciary.”

Venable served as the presiding judge of the criminal division in the Hudson vicinage from 2008 to 2018 and currently serves as a drug court judge there. She was appointed to the bench on Jan. 20, 2005 by Gov. Richard J. Codey, serving first in the family division and then moving to the criminal division later that year.

“Judge Venable’s distinguished career has been marked by excellence, strong leadership, and empathy – qualities that will serve the state’s largest vicinage and the public well. Essex County, and the Judiciary as a whole, are fortunate to have such a gifted jurist continue to maintain the highest standards Judge Floria exemplified,” Chief Justice Stuart Rabner said.

In 2014 Superior Court Judge Lisa Thornton was the first Black woman in the state to become as assignment judge when she was appointed to the position in Monmouth County. Judge Lawrence Lawson was the first Black assignment judge in Monmouth and in the state.

Prior to her judicial career, Venable served from 1986 to 1988 as designated counsel on behalf of the State Public Defender’s Office at the Department of Public Advocate. During the same period, Venable served as public defender for Jersey City.

Judge Venable then served as assistant prosecutor in Jersey City and, in 1991, became Jersey City’s chief municipal prosecutor. She served as a municipal court judge in Jersey City from 1993 to 2005. Prior to her judicial career, Judge Venable earned her bachelor’s degree in political science, with an emphasis in public administration, at California State University Northridge. She later received her law degree at the University of Santa Clara.

Other recognition includes a 2019 New York State Broadcasters Association Award for "Outstanding Spot News," 1st Place Associated Press awards and a PRNDI award.

Gainer is a graduate of Fordham University in the Bronx, NY where she worked for NPR affiliate WFUV 90.7FM. As a college student she was awarded a "Gracie" - a Gracie Allen award from the American Women In Radio And Television for her anchoring.

She's proud to represent the station for various charities including the Stephen Siller Tunnel to Towers Foundation, Susan G. Komen Race for the Cure, and The New York Jets Tackle Bullying, among others.
