DEPARTMENT DESCRIPTION: The Department of Biology is part of the School of Humanities and Science at Stanford: https://biology.stanford.edu/. The department offers resources and experience learning from and working with faculty involved in research on ecology, neurobiology, population biology, plant and animal physiology, biochemistry, immunology, cell and developmental biology, genetics, and molecular biology. The offices, labs, and personnel of the Department of Biology are located in the Anne T. and Robert M. Bass Biology Research, Gilbert Biological Sciences, James H. Clark Center, ChEM-H and the Wu Tsai Neurosciences Institute, and Jerry Yang and Akiko Yamazaki Environment and Energy (Y2E2) buildings.

POSITION SUMMARY: The Department of Biology is seeking a highly motivated and organized individual to join our dynamic team as a Life Science Research Professional 2 in the Agroecology Research Group, led by Assistant Professor Aidee Guzman. The successful candidate will play a crucial role in establishing the lab’s organizational structure and workflow as well as supporting and facilitating the research activities. It is critical that this individual exhibit the abilities to practice sound judgment and decision-making, effective written & oral communication, strong attention to detail and respectful relationship management. This individual must also exhibit a strong desire to continuously learn new and unfamiliar topics, policies and procedures as they relate to the ongoing research in the lab – the ability to translate this information into operational successes will be critical. This position offers an exciting opportunity to contribute to cutting-edge research in the fields of agroecology and microbial ecology while gaining professional management and leadership skills.

This is a 100% FTE, continuing, exempt position. This position will be based on the Stanford campus.

CORE DUTIES:

· Independently conduct a portion of the research project(s). Make recommendations on experimental design and/or research direction to principal investigator.

· Independently conduct complex (lab and/or field) experiments to gather data for a portion of a major research project.

· Interpret and analyze results, often where few guidelines exist, and make modifications to existing procedures and protocols.

· Develop new research protocols where appropriate protocols are not described in the literature or where modification or adaptation of standard procedures and protocols is required.

· Participate in multidisciplinary teams across different faculties or schools.

· Perform ongoing literature review to remain current with new procedures and related research; apply to ongoing research and development of new protocols.

· Contribute substantively to the preparation of papers for publication, especially in the results section, and to publication of findings. Present ongoing work to colleagues and/or academic conferences.

· Oversee supply and equipment budget under supervision of principal investigator or business manager.

· Work with health and safety department to ensure lab complies with regulations and all required trainings.

· Supervise (either formally or informally) staff or students as needed, including oversight and direction on techniques, as well as consultation on project work. Serve as a technical resource for other research staff.

· Oversee the daily activities of the laboratory including lab maintenance; maintain lab stock, manage chemical inventory and safety records, and provide general lab support as needed. May assist with purchasing laboratory equipment.

EDUCATION AND EXPERIENCE:

· Bachelor's degree in related scientific field and two years of relevant work experience; or Master’s degree in a related scientific field.

KNOWLEDGE, SKILLS, AND ABILITIES:

· Comprehensive understanding of scientific principles.

· General computer skills and ability to quickly learn and master computer programs, databases, and scientific applications.

· Strong analytical skills and excellent judgment.

· Ability to maintain detailed records of experiments and outcomes.

· Ability to work under deadlines with general guidance is essential.

· Excellent organizational skills and demonstrated ability to accurately complete detailed work.

In addition, preferred requirements include:

● Experience with experimental setup and sample collection in greenhouse and field settings.

● Knowledge of agroecological and microbial techniques in lab and field settings.

WORKING CONDITIONS:

· May require working in close proximity to blood borne pathogens.

· May require work in an environment where animals are used for teaching and research.

· Position may at times require the employee to work with or be in areas where hazardous materials and/or infectious diseases are present.

· Employee must perform tasks that require the use of personal protective equipment, such as safety glasses and shoes, protective clothing and gloves, and possibly a respirator.

· May require extended or unusual work hours based on research requirements and business needs.

The expected pay range for this position is $71,000 to $88,000 per annum.

RESEARCH ANALYST ROLEAs a  Research Analyst  (RA) at The Brattle Group, you will be integral to our project teams, collaborating with senior consultants and experts. Your responsibilities will include:

  • Quantitative Models and Solutions:  You’ll build models and create innovative data-based solutions for clients using programming languages, such as R, Python, Stata, SAS, Excel, and VBA (e.g. conducting data and statistical analysis, econometric analysis, building interactive dashboards, etc.).
  • Qualitative Research and Literature Review:  You’ll conduct comprehensive research, including market analysis, literature reviews, document examination, and writing memos to provide insights and support expert reports.

TYPICAL CASES IN METRICS

In the METRICS practice, you will work on cases such as:

  • Antitrust & Competition:  Research markets, evaluate any restrictions to competition and, estimate any relevant damages.
  • Telecom:  Conduct analysis related to competition, auctions, and mergers within the telecom industry.
  • Consumer Protection and Product Liability:  Identify the effects of misinformation on consumer choice, elicit the value that consumers place on particular product features through the statistical and econometric evaluation of sales data.

As a Budget Analyst, you will perform the following duties:

  • Develop and execute spending plans based upon current and projected actuals. Provide written and verbal advice and guidance on matters of budget preparation, execution, and unfunded requirements. Prepare and/or review obligation documents to ensure adherence to spending plans and identify adjustments to baseline spending plans if necessary, as well as coordinate and complete spend plan adjustments as required. Prepare obligation documents and bill payment actions in coordination with technical experts and coordinate for signatures and transmission to the National Oceanic and Atmospheric (NOAA) Finance in accordance with internal policies and deadlines, including Intragovernmental Payment and Collection (IPAC) policy and procedures.
  • Analyze, review, and revise budget estimates, justification statements, and execution plans submitted by office programs. Review, approve, disapprove, and recommend the amount and timing of allotments of funds to programs. Analyze programs evaluating proposed plans, make recommendations based on research and advise and direct others. Utilize automated systems to input, review, and analyze cost data for budget planning and execution, communicate budgetary issues with management, staff and external organizations, and provide recommendations for priorities for use of financial resources.
  • Ensure that budget documents form the proper foundation for budget limitations imposed by Congress or other authorities as they relate to reprogramming, program execution and reporting, and financial management controls. Ensure detailed expenditures on external projects are tracked and evaluated and reports are created and maintained to ensure they are consistent with government regulations for reimbursable projects. Develop budget operating plans, labor projections, coordinate and process procurement actions, and inter-agency agreements for the office, as well as work with the agency's budget office, other program office budget analysts, business managers, lab management, and program staff to execute the budget. The New York City Comptroller’s Office works to promote the financial health, integrity, and effectiveness of New York City government, in order to strengthen trust, secure a thriving future for all New Yorkers, and build a more just, equitable, and resilient city. Led by an independently elected citywide official, the comptroller’s office provides checks and balances needed to hold City government accountable for budgeting wisely, investing responsibly, operating efficiently, acting fairly, living up to its obligations and promises, and paying attention to the long-term challenges we face together. The Bureau of Budget evaluates New York City’s fiscal, cash, and economic position by analyzing revenue collections, expenditures, the capital program, and the condition of the local economy. The Bureau uses its charter-mandated responsibilities to promote transparency and accountability in financial reporting and budgeting. In addition to reviewing and commenting on the City’s Financial Plan and issuing reports on the City’s cash balances and debt capacity, the Bureau oversees an independent actuarial audit to review the assumptions underlying the City’s pension contributions. The Bureau also conducts regular assessments of the City’s economic outlook and revenue performance and strives to lead the dialogue on the City’s fiscal state through reliable and thought-provoking economic and budget research. Reporting to the Director of Budget Research, the Senior Education Budget Research Analyst will support both quick turnaround projects and longer-term research on a variety of topics that pertain to funding the education of young children to young adults in the City of New York. The position requires both strong analytic capability as well as the ability to distill quantitative and qualitative results into clear findings and recommendations. The duties and responsibilities of the position include but are not limited to, the following: - Monitor the Department of Education’s (DOE’s) budget as well as fiscal impacts on public schools, early childhood education and child care initiatives as well as the City University of New York (CUNY). - Review budget documents, follow current events and legislative actions, and engage with the DOE, Office of Management and Budget (OMB) and other City/State Agencies on education. - Interpret developments at the State level (including School Aid Runs, Foundation Aid for education, public university funding, legislative policy changes, and capital financing for education) and assess fiscal implications for the City. - Identify timely and salient issues for analysis and research. - Create and maintain datasets related to educational budget topics. - Contribute to Charter-mandated reports with a keen eye to potential risks and unaccounted costs and impacts in relevant areas. - Collaborate with other members of the Bureau of Budget, the Bureau of Public Policy and Organizing and other Bureaus within the office; contribute information in response to external inquiries (e.g., from press or advocacy organizations) and attend meetings and public hearings, prepare briefing notes, help develop testimony, and interact with external partners. - Perform other related work and assignments including supervision of one or more projects as may be required. QUALIFICATIONS/SKILLS REQUIREMENTS: (1) Master's degree in Public Policy Analysis/Administration, Urban Studies, Economics, Accounting, Finance, or a closely related field and three or more years of professional experience in budgetary planning/management, financial analysis, public policy analysis, and/or administration in a government agency or non-profit; or, (2) Combined education and/or experience equivalent to "1" above. ASSIGNMENT DETAILS

UC San Diego is hiring a temporary Research Administrator-3 with Pre-Post Award experience to support the campus operations for the 2023 - 2024 School Year.

Duration: This role is anticipated to last 5 months

Compensation: $35.91 - $43.10 / per hour. Eligible for paid holidays and vacation/sick leave. Full-medical insurance also available.

Work Schedule: 8:00am - 4:30pm

Location: Full Remote

DESCRIPTION

Uses skills as a seasoned, experienced research administrator to independently develop and/or oversee research proposals, awards and/or transactions related to contract and grant management and maintains contract and grant records in compliance with institutional research sponsor policies.

Works on proposals and awards of diverse scope where analysis of data requires thorough understanding of complex regulations.

Completes and approves transactions for signature by manager or other authorized institutional official.

Works on complex proposals and awards that may involve multiple investigators and/or multiple sub awards. Guides less experienced staff.

Incumbent provides analytical and financial support in proposal processing, contract and grant administration, and budget development, including pre-award proposal initiatives, management of funds post-award, and closeout activities for federal, state, local, and private sponsors.

Involves activities associated with forecasting, planning, and managing of research portfolios by performing some or all of the following: coordinating and identifying and developing and/or presenting proposals, contracts and other agreements, reviewing proposals to ensure institutional compliance, negotiating, administering and monitoring contract and grant awards, including compliance with regulations, terms and conditions, financial management and reporting, and sub award/subcontract issuance and administration.

Complexity is defined as follows: Type of Proposals - Complex proposals involving one or more of the following: multiple departments; multiple institutions (subawards); significant institutional cost-sharing; institutional commitment proposals; responsive to award agency proposal requirements (RFP, RFA, PA); numerous integrated projects; Program Project or Center applications; training grant applications; and Contracts; extensive variety of agencies and extensive number of awarding entities; significant and unique reporting requirements; significant equipment acquisition or fabrication; performance milestones.

QUALIFICATIONS

Thorough understanding of research administration guidelines of Federal and non-Federal sponsors supporting research and educational activities, preferably in a university environment.

Knowledgeable about Federal Acquisition Regulation, Code of Federal Regulations, sponsor-specific policies, intellectual property policy, conflict of interest requirements, publication rights, and application of indirect cost rates and other complex concepts in research administration.

Ability to manage a significant volume of transactions.

Ability to work in a fast-paced environment with overlapping deadlines and short lead times and maintain a high level of attention to detail.

Ability to work with a high degree of accuracy.

Ability to perform complex financial analysis and customized reporting.

Demonstrated competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports.

Proficiency in utilizing financial reports, queries, and using pivot tables or similar experience using other financial reporting tools.

Ability to maintain independent judgment; strong organization and communication skills; and a customer service focus across broad and diverse subject areas.

Demonstrate effective interpersonal skills to interact with diverse individuals and groups. Maintains current knowledge of compliance regulations in all areas of research administration. Experience with all types of award mechanisms, including grants, contracts, subcontracts, and cooperative agreements.

Demonstrated knowledge of generally accepted accounting, fiscal and reporting principles. Thorough knowledge in OMB circulars such as Universal Guidance, A-21, A110, and principles of cost accounting standards including allowability, allocability, and reasonableness, state, local, sponsor and institutional regulations, policies, and guidelines. Proficiency in working with computer and information management systems.

Knowledge of academic and staff personnel policies and procedures.

Experience interpreting and implementing all applicable University and agency policies, procedures, and guidelines.

Experience working independently and following through on assignments with minimal supervision.

Experience understanding and interpreting complex general policy guidelines and making independent decisions and initiating appropriate action. Experience with financial systems, reports.

Pay Transparency Act

Annual Full Pay Range: $69,500 - $123,500 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $33.29 - $59.15
