The Union Public Service Commission (UPSC) Civil Services Examination (CSE) is widely regarded as one of the toughest competitive exams in India.

आईएएस मुख्य परीक्षा में उत्तर कैसे लिखें?

सिविल सेवा परीक्षा के लिये उत्तर कैसे लिखें.

इस लेख में हम आपको यह बताएंगे कि सिविल सेवा मुख्य परीक्षा में उत्तर लेखन (Answer Writing) का क्या महत्व है। एक सटीक उत्तर कैसे लिखा जाए, जिससे हम परीक्षा में अधिक से अधिक अंक प्राप्त कर सकें। यहां हम जो भी युक्तिया व निर्देश दे रहें हैं, वे सब इस परीक्षा में टापर रहे अभ्यर्थियों, शिक्षकों व वरिष्ठ सेवाओं में रहे अधिकारियों के अनुभव के अनुसार हैं।

प्रथम चरण - निबंध लेखन

प्रारंभ में अभ्यर्थी निबंध लिखने में सहज नही होते हैं, इसी के कारण अपने प्रयास में असफल भी हो जाते हैं। इस पेपर के लिये यह आवश्यक है कि हमें निबंध लिखते समय विषय से संबंधित उपयुक्त जानकारी व विश्लेषण देना है, इसलिये निबंध लिखते समय क्या होना चाहिये और क्या नहीं होना चाहिये, यह जानना जरूरी है।

निबंध के महत्व को देखते हुये हमें निबंध प्रमुख अंग जैसे निबंध के विषयों का परिचय, उसका निष्कर्ष, विचारों के प्रवाह तथा उदाहरणों पर विशेष ध्यान दिया जाना चाहिये। इसके लिये आप निबंध लेखन अभ्यास कर सकते हैं, उदाहरण के लिये एक अच्छा निबंध लिखते समय हमें निम्न बातों का ध्यान रखना चाहिये।

निबंध के शुरुआत मे परिचय के ठीक बाद से हमें उस विषय पर अपना स्टैंड स्पष्ट करना चाहिए। निबंध में जितना संभव हो सके विषय से जुड़े आयामों को कवर करना चाहिए और प्रति अनुच्छेद के लिये आपके पास एक उचित विचार होना चाहिए। निबंध में दिये जाने वाले विचार, उदाहरण व विशलेषण जितना संभव हो उतने आसान होने चाहिए। मतलब यह कि, बच्चे भी आपके निबंध को समझ सकें। अधिकतर उम्मीदवारों के निबंधों में आवश्यकता से अधिक व असंगत स्पष्टीकरण होने के कारण वो उसे को जटिल बना देते हैं, जो कभी भी अच्छे अंक नहीं देता है।

उत्तर-लेखन के विभिन्न चरण

  • कुशलता से व निर्धारित समय  पर निबंध लिखने के लिये निबंधों से उन विषयों का चयन करें जो आपके लिये सबसे अधिक अनुकूल व सुरक्षित हो।
  • इस आधार पर निबंध का चयन न करें, कि किस विषय पर कम या किस विषय के लिये अधिक लिखने की आवश्यकता होगी।
  • आपके निबंध में आपके स्टैंड का समर्थन करने वाले तर्क होने चाहिए, इसमें आपके स्टैंड के खिलाफ कुछ आलोचनाएं शामिल हों, कुछ सकारात्मक तथा आशावादी तरीके तथा चीजें कैसे बेहतर हो सकती हैं इत्यादि का उल्लेख होना चाहिये।

प्रारंभिक परीक्षा (Prelims Exam) के लिये उत्तर लेखन

कई अभ्यर्थी सिविल सेवा प्रारंभिक परीक्षा के महत्व को नहीं समझते हैं और अपनी क्षमता और प्राथमिकताओं की उपेक्षा करते हैं। इसका  कारण यह है कि प्रीलिम्स के अंक मेरिट में नहीं जुड़ते, किन्तु यह उपेक्षा एक बहुत गंभीर गलती साबित हो सकती है। ऐसा कई बार हुआ है कि, कई टॉपर्स केवल 2-3 अंक के मार्जिन के साथ प्रीलिम्स परीक्षा पास कर सके। इस तरह से हमें यह समझना चाहिये कि कि प्रारंभिक परीक्षा में 1 या 2 प्रश्न ही आपकी सफलता और असफलता निरधारित कर सकते हैं।

अभ्यर्थियों को यह सलाह दी जाती है कि सिविल सेवा प्रीलिम्स के प्रश्न पत्रों में सर्वप्रथम उन प्रश्नों को चिह्नित करना चाहिए जिनमें आप 100% प्रतिशत निश्चित हैं। प्रश्न पत्र के दूसरे दौर में उन प्रश्नों का प्रयास करने की कोशिश करनी चाहिए, जिसमें आप दिये गए विकल्पों में से दो विकल्पों को हटा कर बाकी के दो विकल्प उत्तर के लिये निर्धारित कर सकें। इस रणनीति के साथ कई उम्मीदवारों ने प्रारंभिक परीक्षा में अच्छे अंक अर्जित कर सफलता प्राप्त की है।

मुख्य (Main Exam) परीक्षा के लिये उत्तर लेखन

यहां हम यूपीएससी के उन टापर्स द्वारा सुझाई गई तकनीक के बारे में चर्चा करेंगे, जिन्होंने सिविल सेवा परीक्षा के तीनों चरणों में सफलता प्राप्त की है।

इस प्रकार के अनुभव के प्रयोग से आप यह जानेंगे कि सिविल सेवा परीक्षा में प्रभावशाली और सुव्यवस्थित उत्तर कैसे लिखें जिससे आप उच्चकोटि के अंक प्राप्त कर सकें। अभ्यर्थियों को उत्तर लिखने के दृष्टिकोण में किए जाने वाले कुछ बदलाव व अंकदायी सुझाव यहां दिए जा रहे हैं,  हमें आशा है कि इसने आपको आंसर राइटिंग में मदद मिलेगी।

बिंदुओं व पैराग्राफ में लिखें

परिचय (Introduction): प्रश्न में पूछे गये विषय से मुख्य शब्द लें और उसे परिचय भाग के अंतर्गत समझाएं।

शीर्षक व भूमिका (Headings - हेडिंग्स): उत्तर के प्रारंभ में ऐसे वाक्यों का प्रयोग करना चाहिये जो भूमिका की आवश्यकता को पूर्ण कर दें। प्रश्न यदि किसी मुद्दे पर आधारित है तो कुछ (२-३) पंक्तियों में उसका निष्कर्ष भी लिखा जा सकता है, लेकिन यह ध्यान रहे कि तथ्यात्मक प्रश्नों के लिये किसी विशेष निष्कर्ष की आवश्यकता नहीं होती है।

यह भी ध्यान दें, कि आपके उत्तरों मे जानकारी प्वाइंट्स तक सीमित नही होना चाहिये, बल्कि हेडिंग्स (शीर्षक) का भी प्रयोग करना चाहिये। विषयों व टापिकों के उत्तर देते समय शीर्षकों के उपयोग से आप अपने उत्तरों को अलग-अलग भागों में सुव्यवस्थित रूप से दे सकते हैं। यदि किसी प्रश्न के उत्तर के लिये कई अलग-अलग तथ्यों व बिन्दुओं को रखना आवश्यक है तो उसके लिये आप बिन्दुओं का प्रयोग अवश्य कर सकते हैं।

शीर्षकों, उप-शीर्षकों, महत्वपूर्ण बिंदुओं व व्यक्तिगत विषलेशण (यदि आवश्यक है तो) पर आधारित उत्तर आपको इस परीक्षा में अच्छे अंक प्राप्त करने में मदद करेंगे।

रेखाचित्रों का प्रयोग: आरेख/चित्र (Diagrams) प्रश्नों के उत्तर के लिये आरेखों का बहुत महत्त्व  होता है, जैसे कि भूगोल या अंतर्राष्ट्रीय संबंधों के लिए भारत और विश्व के मानचित्र इत्यादि। इसके अलावा एनसीईआरटी किताबों से जिओग्राफी के लिए चित्र तैयार किए जाने का अभ्यास करें। भूगोल के पेपर -1 में कई प्रकार के भौगोलिक विषयों पर प्रश्न आते हैं और आरेख इत्यादि के माध्यम से आप एक अच्छा उत्तर बना सकते हैं।

नोट: निबंध के प्रश्नों तथा कुछ विश्लेषणात्मक प्रश्नों के लिये इस प्रवृत्ति से बचना चाहिये। किंतु यदि परीक्षा में पूछे गये प्रश्न की प्रकृति ही ऐसी हो कि उसमें विभिन्न विषय वस्तुओं के आपसी संबंध अथवा वर्गीकरण इत्यादि की आवश्यकता हो तो रेखाचित्र का प्रयोग उपयोगी सिद्ध हो सकता है।

प्रवाह तालिका/फ़्लोचार्ट (Flowchart): मुख्य परीक्षा सामान्य अध्ययन पेपर - 3 (प्रौद्यौगिकी, आर्थिक विकास, जैव-विविधता, पर्यावरण, सुरक्षा एवं आपदा प्रबंधन) के लिये फ़्लोचार्ट इत्यादि का उपयोग किया जाता है। यदि आप फ्लोचार्ट के साथ साइड हेडिंग को भी सम्मिलित करें तो सामान्य अध्ययन पेपर -1 में सामजिक मुद्दों से जुड़े उत्तरो के लिये आप अच्छे अंक प्राप्त कर सकते हैं। परीक्षा में पूछे गए प्रश्न में विभिन्न विषय वस्तुओं के के वीच के संबंधों एवं वर्गीकरण इत्यादि की उल्लेख की आवश्यकता होने पर रेखाचित्रों आदि का प्रयोग उपयोगी रहेगा।

अभ्यर्थियों के लिये अति आवश्यक है कि प्रश्नों में पूछे जाने वाले मुद्दों व विषयों के उत्तरों देते समय विषय के ज्ञान की गहराई से अधिक उसके विश्लेषण तथा जितना संभव हो उतना उनसे जुड़े आयामों को कवर करने का प्रयास करें। यह ध्यान रखें कि यूपीएससी बोर्ड आपके दिये गये उत्तरों में पूछे गये टापिक से जुड़े आयामों को जानने और उन्हें समझने में दिलचस्पी रखता है। वहीं दूसरी तरफ ऐसा भी मानते हैं, कि अवश्यकता से अधिक गहन विद्वानों जैसे बहुत बड़े-बड़े उत्तर सिविल सेवा परीक्षा की कसौटी के अनुकूल नहीं होते।

जीएस या करंट अफेयर्स की तैयारी के दौरान उत्तर लिखने के लिये इसी तरीके को अपनाना चाहिये। इस प्रकार खुद को प्रशिक्षण देने से आप परीक्षा के दिन सभी आवश्यक आरेख, प्रवाह चार्ट, साइड-हेडिंग इत्यादि का प्रयोग करनें में सहज होंगे और इसकी रूपरेखा बनाने में भी अधिक समय नहीं लगेगा। जीएस में आपसे जितने सवाल हो सकते हैं उतने प्रश्नों के उत्तर देने की कोशिश करनी चाहिए।

जब तक आप पूरी तरह से किसी प्रश्न के बारे समझ न लें तब तक कोई प्रश्न नहीं छोड़ना चाहिए। किसी भी प्रश्न को तभी छोड़ें जब आप यह अनुमान न लगा सकें कि क्या पूछा गया है और उसके लिये उपयुक्त उत्तर क्या होगा।

परीक्षा में समय प्रबंधन का महत्व

आवश्यक टिप्स: परीक्षा देते समय सबसे पहले 2 से 3 मिनट के समय में प्रश्नपत्र पर एक नजर डालें और उन प्रश्नों का चयन करें जो आपको सरल लगें। पहले चरण में तकरीबन 10 प्रश्न या अधिक चुनें, ) और उन्हें पहले प्रयास मे हल करें। दूसरे चरण में उन प्रश्नों के लिए प्रयास करें जिनके उत्तर समझने के लिये आपको थोड़ा समय और अनुमान की आवश्यकता हो। जीएस का एथिक्स पेपर आमतौर पर बहुत लंबा होता है और कई अभ्यर्थी इसे समय के भीतर हल करने में सक्षम नहीं हो पाते हैं। अच्छे अंक और रैंक प्राप्त करने के लिये आपको अधिक से अधिक परीक्षण और समय सीमा के साथ अभ्यास करके अपनी गति में सुधार करना होगा।

याद रखने योग्य महत्वपूर्ण बिन्दु

अपने उत्तरों में लिखे गये महत्वपूर्ण वाक्यों/शब्दों को उचित रूप (बहुत अधिक नहीं) से रेखांकित करें।

परीक्षा में केवल नीले और काले पेन का प्रयोग करते हुये, नीली कलम से उत्तर लिखें तथा काले पेन से महत्वपूर्ण भागों रेखांकित करने का कार्य करें।

हैंडराइटिंग : यानि आपकी लिखावट , जितनी सुन्दर होगी उतने की अतिरिक्त अंक आप अर्जित करेंगे।

उत्तरों के लिये लिखे गये पैराग्राफ के बीच उचित जगह (पैराग्राफ ब्रेक) रखें, जिससे पैराग्राफ का अंतर साफ-साफ समझ में आए।

उत्तर पुस्तिका को साफ-सुथरा रखें तथा ओवर राईटिग व अनावश्यक काटा-पीटी से बचें।

बिगिनर्स लोगों के लिए यूपीएससी उत्तर लेखन अभ्यास

यूपीएससी के उम्मीदवार, विशेष रूप से जिन्होंने अपनी तैयारी अभी प्रारंभ की है, यूपीएससी मुख्य परीक्षा के लिए उत्तर लेखन अभ्यास के बारे में प्रायः भ्रमित एवं चिंतित रहते हैं। यूपीएससी के उम्मीदवारों को प्रायः मुख्य परीक्षा हेतु उत्तर लेखन अभ्यास के संबंध में निम्नलिखित प्रश्नों का सामना करना पड़ता है।

  • उत्तर लेखन अभ्यास प्रारंभ करने का सही समय कब है?
  • उत्तर लेखन अभ्यास की बारंबारता कितनी होनी चाहिए?
  • क्या मैं उत्तरों की गुणवत्ता या उत्तर लेखन की गति पर ध्यान दूं?
  • मुझे प्रतिदिन कितने प्रश्नों का अभ्यास करना चाहिए?

उत्तर लेखन अभ्यास के संबंध में ये कुछ प्रश्न हैं जो एक ऐसे उम्मीदवार को परेशान करते हैं जिसने अभी-अभी अपनी तैयारी प्रारंभ की है या ऐसे उम्मीदवार जिनके पास उत्तर लेखन अभ्यास का सीमित अनुभव है। हम इस लेख में उत्तर लेखन अभ्यास से जुड़े विभिन्न मिथकों को दूर करने जा रहे हैं, किंतु पहले हम यूपीएससी सिविल सेवा परीक्षा उत्तीर्ण करने में उत्तर लेखन के महत्व पर चर्चा करेंगे।

यूपीएससी हेतु उत्तर लेखन अभ्यास- उत्तर लेखन अभ्यास का महत्व

यूपीएससी सिविल सेवा मुख्य परीक्षा उम्मीदवारों के लिए संपूर्ण यूपीएससी परीक्षा का सर्वाधिक महत्वपूर्ण चरण है। यह निम्नलिखित कारणों से है –

  • यूपीएससी सिविल सेवा परीक्षा चयनित उम्मीदवारों की अंतिम कट-ऑफ इस आधार पर तैयार करती है, कि एक उम्मीदवार ने कुल 2025 अंकों में से कितने अंक प्राप्त किए हैं।
  • अधिकतम कुल 2025 अंकों में यूपीएससी सिविल सेवा मुख्य परीक्षा के 1750 अंक एवं साक्षात्कार परीक्षा के 275 अंक सम्मिलित होते हैं।
  • यह अंकन पैटर्न अंतिम चयन में मुख्य परीक्षा के महत्व एवं चयनित उम्मीदवारों की अंतिम सूची में अच्छी रैंक प्राप्त करने को प्रदर्शित करता है।
  • यूपीएससी सिविल सेवा परीक्षा के अंकन पैटर्न के बारे में अधिक जानने के लिए, यहाँ क्लिक करें।
  • मुख्य परीक्षा में अच्छे अंक लाने के लिए उत्तर लेखन की कला अत्यंत महत्वपूर्ण हो जाती है।
  • उत्तर लेखन के महत्व को स्पष्ट करने के लिए, मान लीजिए कि आपकी अच्छी उत्तर लेखन तकनीक के कारण प्रत्येक प्रश्न में आपको 5 अंक अतिरिक्त प्राप्त होते हैं।
  • इसके माध्यम से, आप अकेले सामान्य अध्ययन के प्रश्न पत्रों में 40 और अंक प्राप्त करेंगे (प्रत्येक पेपर में 10 अंक)। उत्तर लेखन की कला में महारत हासिल करने से निबंध पत्रों में भी आपके अंकों पर सकारात्मक प्रभाव पड़ेगा।
  • अतः इस वर्ष या अगले वर्ष यूपीएससी मुख्य परीक्षा में सम्मिलित होने वाले उम्मीदवारों को उत्तर लेखन की कला में व्यापक रूप से महारत हासिल करनी चाहिए।

यूपीएससी के लिए उत्तर लेखन अभ्यास- बिगिनर्स के लिए चरण-दर-चरण मार्गदर्शिका

  • बहुत जल्दी प्रारंभ न करें: उम्मीदवार प्रायः अपनी तैयारी के आरंभिक समय में ही उत्तर लिखने का अभ्यास प्रारंभ करने की गलती करते हैं। इस दृष्टिकोण के साथ समस्या यह है कि अपनी तैयारी के इस स्तर पर उम्मीदवारों को संबंधित विषय के बारे में पर्याप्त आधारभूत ज्ञान की कमी होती है। यह प्रायः समय की बर्बादी एवं उम्मीदवारों की ओर से गलत प्रेरणा () का परिणाम होता है।
  • पहले बुनियादी ज्ञान निर्मित करें: उपरोक्त गलती से बचने के लिए, उम्मीदवारों को पाठ्यक्रम के विभिन्न भागों के बारे में बुनियादी ज्ञान का निर्माण करने हेतु मूलभूत पुस्तकों को पढ़ना एवं सीखना चाहिए। समाचार पत्रों को नियमित रूप से पढ़ना एवं उन्हें स्थैतिक के साथ-साथ पाठ्यक्रम के अन्य भागों से जोड़ना विषयों के बारे में एक महत्वाकांक्षी बहुआयामी दृष्टिकोण प्रदान करता है। मात्र इस तरह की समझ के साथ, उम्मीदवार यूपीएससी सिविल सेवा मुख्य परीक्षा की मांग के अनुसार गुणवत्तापूर्ण उत्तर लिख सकते हैं।
  • प्रश्न की मांग को समझना एवं अपने उत्तर की संरचना निर्मित करना: अब बात प्रश्न की समझ की आती है। उम्मीदवार प्रायः प्रश्न की गलत व्याख्या करते हैं एवं प्रश्न की मांग के स्थान पर वे जो जानते हैं उसे लिखते हैं। इससे परीक्षक के मस्तिष्क पर परीक्षार्थी के संबंध में एक गलत छाप पड़ती है। अतः, उम्मीदवारों को पहले प्रश्न की मांग को समझना प्रारंभ करना चाहिए और फिर उसी के अनुसार अपना उत्तर तैयार करना चाहिए। उचित ढंग से संरचित उत्तर आपको बेहतर अंक प्रदान करवाएगा क्योंकि यह परीक्षक को दिखाता है कि आपको प्रश्न की अच्छी समझ है एवं यह आपके उत्तरों में सूचना के प्रवाह को भी सुगम बनाता है।
  • गति के बजाय गुणवत्ता पर पहले ध्यान दें: प्रारंभ में, उम्मीदवारों को उत्तर पुस्तिका में तेजी से लिखने और पृष्ठों को भरने के स्थान पर एक अच्छा उत्तर लिखने, अनेक आयामों को कवर करने पर ध्यान केंद्रित करना चाहिए। एक बार जब आप एक अच्छा उत्तर लिखना जानते हैं, तो आप अपनी तैयारी के बाद के चरण में स्वतः ही गति पकड़ लेंगे।
  • नियमित रूप से लिखें: अंतिम किंतु कम महत्वपूर्ण नहीं, अधिकतम लाभ प्राप्त करने हेतु आपको अपने मुख्य परीक्षा के लिए उत्तर लेखन अभ्यास में नियमित होना चाहिए। यहां नियमित होने का तात्पर्य प्रत्येक दिन से नहीं है, बल्कि उपलब्ध समय के अनुसार उत्तर लेखन अभ्यास दिनचर्या / बारंबारता तय करना आपका विवेकाधिकार है। एक बार जब आप बारंबारता पर निर्णय ले लेते हैं, तो आपको यूपीएससी सिविल सेवा मुख्य परीक्षा के लिए अपने उत्तर लेखन अभ्यास में सुसंगत होना चाहिए। इससे आपको मुख्य परीक्षा (उत्तर लेखन एवं ज्ञान के संदर्भ में) तथा प्रारंभिक परीक्षा (ज्ञान के संदर्भ में) दोनों में अत्यधिक लाभ प्राप्त होगा।

यूपीएससी सिविल सेवा प्रारंभिक परीक्षा-2023, 28 मई को संपन्न हुई थी और 12 जून को इसका रिजल्ट प्रकाशित कर दिया गया । इस परीक्षा में 13 लाख से भी अधिक अभ्यर्थी शामिल हुए थे जिनमें से 14,624 अभ्यर्थी मुख्य परीक्षा के लिए चयनित हुए हैं । इस लेख में हम आपके लिए 2021 में संपन्न परीक्षा का निबंध प्रश्न पत्र उपलब्ध करा रहे हैं । नीचे दिए गये लिंक से आप इस प्रश्न पत्र का PDF भी डाउनलोड कर सकते हैं ।

नोट : सिविल सेवा परीक्षा की तैयारी शुरू करने से पहले अभ्यर्थियों को सलाह दी जाती है कि वे परीक्षा पाठ्यक्रम का अच्छी तरह से अध्ययन कर लें, और इसके बाद ही  अपनी तैयारी की योजना बनाएं ।

विगत वर्षों के प्रश्नों को हल करने के फायदे 

किसी भी परीक्षा की तैयारी करते समय विशेषज्ञों द्वारा सबसे ज्यादा सुझाई गई युक्तियों में से एक है “अधिक से अधिक प्रश्न पत्रों को हल करना” । प्रश्न पत्रों को हल करने की प्रवृत्ति प्रतियोगियों को अपने प्रतिस्पर्धियों पर बढ़त प्राप्त करने में सक्षम बनाता है । प्रश्न पत्रों को हल करना किसी भी प्रतियोगिता परीक्षा की तैयारी का सबसे अहम हिस्सा होता है । इससे उम्मीदवार को सवालों के पैटर्न का पता चलता है और अध्ययन को दिशा मिलती है । UPSC मुख्य परीक्षा -2023 की तैयारी करने वाले उम्मीदवारों को निश्चित रूप से इस प्रश्न पत्र को हल करने का अभ्यास करना चाहिए । यह  प्रश्नपत्रों के मानक और जटिलता का विश्लेषण करने में मदद करेगा । घर पर इन प्रश्नपत्रों को हल करने का प्रयास करने से प्रतियोगियों को परीक्षा कक्ष के माहौल का अनुभव करने और उन्हें अंतिम परीक्षा के लिये आत्मविश्वास से परिपूर्ण होने का अवसर मिलेगा, बशर्ते कि वे बिलकुल अनुशासित ढंग से इसे हल करें ।

खण्ड ‘A’

1.आत्म-संधान की प्रक्रिया अब तकनीकी रूप से बाह्य स्रोतों को सौंप दी गई है । (The process of self-discovery has now been technologically outsourced.)

2.आपकी मेरे बारे में धारणा, आपकी सोच दर्शाती है; आपके प्रति मेरी प्रतिक्रिया, मेरा संस्कार है । (Your perception of me is a reflection of you; my reaction to you is an awareness of me.)

3.इच्छारहित होने का दर्शन काल्पनिक आदर्श (युटोपिया) है, जबकि भौतिकता माया है। (Philosophy of wantlessness is Utopian, while materialism is a chimera.) 

4.सत् ही यथार्थ है और यथार्थ ही सत् है । (The real is rational and the rational is real.)

खण्ड ‘B’

1.पालना झूलाने वाले हाथों में ही संसार की बागडोर होती है । (Hand that rocks the cradle rules the world.)

2.शोध क्या है, ज्ञान के साथ एक अजनबी मुलाकात ! (What is research, but a blind date with knowledge!)

3.इतिहास स्वयं को दोहराता है, पहली बार एक त्रासदी के रूप में, दूसरी बार एक प्रहसन के रूप में । (History repeats itself, first as a tragedy, second as a farce.) 

4.”सर्वोत्तम कार्यप्रणाली” से बेहतर कार्यप्रणालियां भी होती हैं । (There are better practices to “best practices”.)

परीक्षार्थियों के लिए आवश्यक सुझाव :

  • परीक्षा कक्ष में कभी भी प्रश्न पत्र मिलते ही सीधे निबंध लिखना शुरू न करें । थोडा समय विषयवस्तु के बारे में सोचने के लिए निकालें और मन में आए हुए अहम बिन्दुओं को अंतिम पेज पर लिख लें । क्योंकि अहम बिन्दुओं का सही क्रम निबंध में मायने रखता है और बिना संरचना (frame) तैयार किये सीधे लिखना शुरू करने से आप इस क्रम का सही पालन नहीं कर पाएंगे ।
  • प्रश्नों के उत्तर देने से पहले प्रश्न पत्र में दिए गये निर्देशों को ध्यानपूर्वक पढ़ें ।
  • अपने प्रवेश पत्र में उल्लिखित माध्यम में ही निबन्ध लिखें । प्राधिकृत माध्यम के अलावा किसी अन्य माध्यम में लिखे गए उत्तरों पर अंक नहीं दिए जाते ।
  • शब्द संख्या (word limit) का पालन करना अत्यंत आवश्यक है ।
  • प्रश्न पत्र में 2 खण्ड होते हैं – खण्ड A और खण्ड B । आपको प्रत्येक खण्ड से एक -एक निबन्ध लिखने हैं । 
  • प्रत्येक निबंध की शब्द संख्या लगभग 1000-1200 शब्द होनी चाहिये ।
  • प्रत्येक निबंध के लिए अधिकतम 125 अंक दिए जाते हैं, अर्थात यह प्रश्न पत्र कुल 250 अंकों का है।

Understanding Essay Writing

An essay is a short piece of writing that sheds light on any given topic. M.H. Abrams, the American literary critic, notes that the essay is “Any short composition in prose that undertakes to discuss a matter, express a point of view, or persuade us to accept a thesis on any subject.”

Broadly speaking, there are two types of essays - formal and informal. In the UPSC Civil Services Examination (CSE), we are concerned with the formal essay. The formal essay is relatively impersonal, the author writes it as an authority and such essays tend to be less emotional. Formal essays can also have factual elements in it, like quoted statistics from a government report etc. It is never in the form of a conversation, never uses first-person references and seldom gets intimate with the audience. In short, a formal essay has a certain degree of seriousness attached to it.

Essay writing for CSE

  • For the CSE essay paper, two essays have to be written under 3 hours in the 1000-1200 word limit. Each essay carries 125 marks for a total of 250.
  • The essay paper is divided into two sections - A and B, each carrying a choice of 4 essays each, and the aspirant has to choose only one essay from each section.
  • The instructions in the syllabus are clear in what is being expected from the aspirant. Aspirants are ‘expected to keep their thoughts closely to the subject and arrange their ideas accordingly.It furthur tates that, credit will be given for effective and coherent expression’.
  • The underlined keywords are important because after content, these are the exact parameters on which the essay will be evaluated. 

Beginning Essay Writing

Practice makes perfect. For scoring good marks in the essay, one needs practice. But, before we get to the practising part, we should do some basic homework first. We would start by looking at what a well structured essay is, how it can be planned, what elements can be added to make the essay more scoring, and most importantly, how to do it all within the prescribed time limit.

Basic structure of an essay

The most common method of structuring a essay is breaking it up into paragraphs. In this technique, besides the introduction and the conclusion, there will be body-paragraphs. In these body-paragraphs, the aspirant will have to fit in all his content.

  • Body-paragraphs can broadly be supportive, critical or narrative. Ideally, one can start any argument in an aptly phrased narrative paragraph which describe the topic in some detail and then move on to a supportive paragraph containing a few positive facts/ideas on the topic. Though critical paragraphs look best when they are placed last, there are no such rules, and for some topics it can be used as the opening paragraph for the topic.
  • The most important part of the essay is perhaps the introduction. First impressions are very important, and a well thought out introduction will definitely make a positive impression on the examiner. We will discuss how to write a proper introduction later in this strategy.
  • Similarly, the conclusion is where one can score additional marks if done properly. This will also be discussed later.

Keywords of the essay syllabus

  • 'closely': Any deviation from the topic will be tolerated only up to a certain point. One must, therefore, as a rule stick as closely as possible to the topic at hand. Any example, quote, anecdote or reference must be on topic or related closely to it.
  • 'arrange': The essay must be in an arranged form. The aspirant is supposed to plan ahead and form a structure of the essay before actually writing it down.
  • 'orderly': The ideas or arguments put forward in the essay must follow an order. A haphazard essay that does not flow sequentially, must be avoided at all costs.
  • 'concise': The essay and the matter discussed therein must be expressed as precisely possible. Clarity of thought and brevity of expression is what is looked for in the CSE essay.
  • 'effective': The essay must be written in a language that makes a strong impression. Thus, one needs to be conveying a point with every sentence, every paragraph. Flowery language is best avoided.
  • 'coherent': Coherence is required of all forms of writing, including answer writing, but in the CSE essay one must be extra careful to check that all individual sentences in the essay are making sense. Also, paragraphs as a whole must convey a clear and well thought out exposition on the theme of the essay.

Planning to write an essay

A good essay needs planning. There are three steps to it - defining or understanding what the essay is going to be about in very clear terms, brainstroming on the topic and thirdly, devising the outline of the essay.

Central idea of the thesis statement

  • All CSE essays have a thesis statement. For example, in CSE 2016, the following essay was asked— ‘Innovation is the key determinant of economic growth and social welfare’ . Here the central idea is ‘innovation’. The aspirant is supposed to explore those dimensions of innovation that affect ‘economic growth and social welfare’. In doing so, the aspirant should not veer from the central topic of innovation but if possible add a few related ideas which may supplement the overall central idea that not only socio-economic but also other areas like technology and culture are affected by forces of innovation.
  • In another essay asked in CSE— ‘Water disputes between States in federal India’ – the central idea is how the water disputes between various Indian states have played out and what are its various dimensions. Constitutional, legal, social and political dimensions, for ex, are a must for addressing this topic. In order to find out the various dimensions of any given topic we should perform a brainstorming exercise.

Brainstorming for essay writing

  • Brainstorming for essay is a crucial step. Brainstorming helps you get all the ideas at one place for quick reference. There are no hard and fast rules, but typically one can begin with the given topic and immediately start listing the things that come to mind. One can ideally devote an entire page for this exercise.

Brainstorming guide

  • The first requirement for brainstorming is focus. One should be able to focus single-mindedly on the job at hand, which in this case is jotting down as many points as possible regarding the essay topic.
  • Boundaries must also be properly defined. If the topic does not absolutely require a particularly complex point or if it does not require following a difficult train of thought, it should be avoided. Keeping the essay as simple as possible without sacrificing the most valid points is what we should be looking for.
  • Then we must set a time limit for the brainstorming session. Ideally, for CSE that time limit works out to about 25 minutes per essay. Within that time limit one is supposed to come up with all the necessary points and plans for writing the essay.
  • Another important point to be made here is that aspirants should have a fair understanding regarding  the expectations of the CSE examiner from the essay. Every topic will have some basic ideas that the aspirants must necessarily try to explore or address. During brainstorming such a requirement can be searched for.
  • In the brainstorming exercise one may also take help of diagrams, flow-charts, mind-maps etc., if needed. Sometimes doing this may clear things up to a great extent or even save precious time.
  • Three things that one must exclusively do while brainstorming are — identify causes and factors, define the various issues and make a list of associated ideas. Doing this is key to success in the entire brainstorming exercise.

Adding elements to the essay

  • Any good essay will definitely have a multitude of elements and dimensions to it. For CSE essay writing, there are certain basic rules that one can follow while searching for these elements and dimensions.
  • The first of such rules would be to follow and uphold Constitutional values at all times . This is very crucial for essay writing in CSE, that the values enshrined in our Constitution reflect in whatever idea, problem or solution we discuss in the essay. At no point should one try and support an idea that is unconstitutional.
  • One must also be democratic while addressing issues . The concepts of ‘freedom and equality’ should be the guiding principles while suggesting solutions and while criticising events or issues.
  • Generally, one must also avoid taking absolutist/non-compromising positions . In fact, the best way to handle complex problems is to find the middle ground.
  • One must also try not to make sweeping generalisations on any given issue. Instead, there should be hints of patience, justice and understanding in addressing or discussing any given topic.
  • Lastly, there are two more things that an aspirant need to keep in mind while attempting the CSE essay. (A) Do not question the topic itself, which is to say, in other words, do not contradict yourself. Pick a position (ideally, the middle path) and stay true to it throughout the essay. (B) Never use positively, things that are universally considered or used in a negative sense, and vice-versa. For ex, one must not say that ‘terrorism’ under certain conditions is equivalent to a freedom struggle, even though quotes like ‘one man’s terrorist is another man’s freedom fighter’ are quite common.

Elements in an essay

  • The three basic elements — social, political and economic — form the bedrock of a good CSE essay.
  • To these, one may add other dimensions like Constitutional, legal, technological, technical etc. 
  • Another important element is the persona Good personal experiences or anecdotes can no doubt be used to increase the effectiveness of the essay but these should stay within the accepted framework of ethical conduct.

PESTLE Analysis

  • Political – Economic – Sociological – Technological – Legal – Environmental Analysis.
  • Use PESTLE Analysis to figure out the various aspects, dimensions, factors etc of any given topic.

Outlining the essay

  • Before writing the essay, it is best to outline it. To outline an essay means to figure out what to say in the introduction/conclusion, which idea comes where, or even what quote to use for the essay etc.
  • Outlining the essay in rough helps us grasp the entirety of the essay before actually writing it. It helps us get the big picture, and also see what we could be missing.
  • It is said that once we can figure out the conclusion to our essay, it becomes much easier to not only begin but finish it with confidence.

Writing An Essay 

Sticking to the time limit

In the CSE, one has to write two essays in 3 hours which translates into 1 hour 30 minutes for each essay. Out of this, around 45 minutes to 1 hour will be required to write one essay. One can add another 10 minutes for the revision of one essay. This leaves us with roughly 30 minutes of time to prepare the essay in rough, and it includes time for carrying out the brainstorming and outlining exercises.

How to introduce the essay

  • The goal of the introduction should be to arouse the reader’s interest in the topic and to prepare the reader for what is to follow.
  • A good introduction to the essay can be a brief explanation of the essay topic itself. It can be made further interesting by adding to it some personal experience, or some relevant anecdotes or quotes
  • The introduction should not be confusing or lacking in clarity, rather it should be able to immediately clear up any doubts regarding the topic if there is any.

Writing in paragraphs

  • In a stand-alone paragraph, the concluding sentence announces that the paragraph is finished, complete. In an essay, the concluding sentence of a paragraph is more likely to play the role of a transitional device, joining one paragraph to the next.
  • Flow is very important in an essay. It is also connected to writing order. Writing orders are of two types
  • Known-to-New is the order of writing where the author by choice goes from known (given) concepts to unknown ones. New material is gradually added to build on the unknown.
  • Simple-to-Complex is the order of writing where the author first establishes a base of concepts that are easily understood and then develops over it increasingly complex ideas.
  • One can use the FREQOES method to add matter to the various paragraphs.

How to conclude the essay

  • The essay can be concluded in the following ways - restating the main points in brief and with different wordings (summarizing), suggesting a way forward or a course of action, or adding an interesting personal comment or any relevant anecdote.
  • Another way to conclude the essay is by returning to the discussion begun in the introduction. This is called the ‘cyclic return’ and a lot of essays follow this simple method of concluding an essay.
  • The conclusion should bear a positive outlook, it should see the silver lining in the clouds. It should also be as clear and concise as possible.

Revising the essay

  • To revise, read the essay in its entirety, underlining (preferably with scale and pencil) important words or phrases. Correct spelling or grammatical mistakes if any. Make sure the pages look clean and tidy.
  • One may add or omit a few words but it should not be overdone. It is also not advisable that entirely new ideas/sentences are inserted in the essay at the time of revision, unless such information is critical to the essay.

  • One can go through the CSE previous year’s essays and understand the concepts, dimensions and solutions required to solve those. Having a simple understanding of complex social problems is the secret to writing a good essay for the CSE.
  • One can also keep handy a small collection of quotes or quotable phrases and citable anecdotes to be used while writing the essay. This keeps one prepared for writing any type of essay.
